The document contains a copy of the proclamation dated 1 November 1816 that Governor Macquarie enclosed in his despatch to Earl Bathurst dated 4 April 1817. The proclamation revoked the earlier proclamation dated 20 July 1816 that declared ten Aboriginal men to be outlawed and proclaimed the cessation of all other hostile operations against Aboriginal people.
