The Basin Plan 2012 was created by the Murray-Darling Basin Authority (MDBA) according to instructions in the *Water Act 2007* (Cth). The Act established the MDBA for the purpose of creating a plan for MDB water management and implementing it.The plan outlines the structure and nature of the plan, basin water, description of the basin water resources, management objectives, water that can be taken and various water management plans.

For more than two centuries, Aboriginal people have largely been excluded from water governance laws and frameworks in NSW. This exclusion has been detrimental to Aboriginal people's rights and interests.
