The object of this law was to provide children and young persons care and protection for their safety, that institutions, services and facilities protecting children and young persons are free of violence and exploitation and provide services in health, developmental needs, spirituality, self-respect and dignity, and assistance is offered to parents and care givers in performance of their child-rearing responsibilities to promote a safe environment.
